GH4 can't turn off electronic shutter

I just got this Lumix GH4 camera. I can't use the built-in flash because it is disabled when the electronic shutter is on. However, both the electronic shutter setting and the flash setting in the menu are grayed out. Any suggestions?

It could be in Silent Mode. Same menu as the shutter type I think.
