In each country in which the SWIFT system is deployed, the society creates its own regional administration. In Russia, its functions are performed by the Russian-British telecommunications company Sovam Teleport.

The company was established as a joint venture between the San Francisco Moscow Teleport network and the All-Russian Research Institute of Applied Automated Systems, the name developed from the abbreviation for Soviet-American Teleport.

San Francisco Moscow Teleport (SFMT), ... was launched in 1983 by financier George Soros and other American investors with the support of the US government. On the initiative of two countries - the USSR and the USA - the International Institute for Applied Systems Analysis (IIASA) was created under the Club of Rome oversee.

In October 1972, the IIASA charter was signed in London by representatives of 12 European states. The Institute is located on the territory of Austria, a neutral country, in the town of Laxenburg, which is near Vienna. The institution was engaged in research and search for solutions to global and universal problems using applied systems analysis.

On June 4, 1976, the Soviet branch of IIASA appeared - the All-Union Scientific Research Institute for System Research (VNIISI) of the State Committee of the Council of Ministers of the USSR for Science and Technology and the Academy of Sciences of the USSR. The institution was entrusted with the functions of the parent organization for the scientific and methodological support of Soviet participation in the activities of IIASA.

All-Union Scientific Research Institute for System Research had been homeland of people who restored capitalism in USSR and also home of all new young anti communist specially trained gang who destroyed USSR economy.
