Thing is, Google try to pay less license payments, so it try to force VP9 usage in Chrome for any desktop PC or notebook.
Even if it is not so powerful and can't decode VP9 using GPU. And CPU decode can be real power hog and slow.
Intel CPUs can fully decode VP9 using GPU only since version 6 of QuickSinc - Kaby Lake, Coffee Lake, Whiskey Lake, Comet Lake and newer.
Make sure to install h264ify to force most horrible browser to use H.264 version of same video.
