MSI said that AMD, just like Nvidia, supplies its partners with the silicon and memory chips necessary to build the graphics card.
Both AMD and Nvidia do not sell their chips on open market. You can't get them for repair tasks also (except from some small amount or reballed from old cards).
Lot of time chips are being sold as part of chip+memory kits, and lot of times it is complete set of card+chip+memory, just lacking backplate and main cooling. Sometimes it is even fully complete card made by one of manufacturers for many others with some color variations.
Even with duopoly status forcing them to sell any chip on open market and providing all necessary documents in open will have profound effect on GPU market, dropping prices as much as 30%. Also number of repaired cards that are otherwise thrown to the bin will increase 4-5x.
