It's the curves. One of my junior colorists always does this. A good example is the dead bird falling on the ground. The mid-tones are all mashed up towards the upper end of the waveform making the image look artificially bright. The show looks funny though!

You are right. I think the idea here is to make it look always sunny despite the actual weather during filming.

To me it looks really fake.
