Remote subtitling program platform recomendation

Hi all, I'm looking for a solution for a translator in another country to translate/subtitle interview footage remotely for a documenatary. be it directly onto the footage or via some kind of timestamp overlay or annotation. Does anyone know of an online program that may do this. Maybe something like a shared editing platform?
