What brand is this?

It is Chinese produced cheap steadicam. You can find it under many brands and "brands" :-)
Only thing with it is top stage making balancing more time consuming all else is ok and usable.

Sorry @vicharris for the delay. Yes like Vitaliy mentioned, it is widely known as S-60 on ebay. Sells new for around $150. The extra weights will come in the pouch, the photo does not have all of them.
