    The American side has cut off all telephone lines to the Russian consulate in New York, and there has been no connection for more than a day. They also reported problems with the Internet.

    "All city telephone lines are almost completely disconnected, and there are many of them," the consulate general noted. "Problems with Internet access periodically arise."
