All this "shipment delays" are carefully planned and calculated, with only goal to keep proper prices and make artificial deficits.
Last year they at least had some nice reason - as they fucked with 10nm process they declared that somehow it affects existing 14nm factories (in reality it had been very small relation, as Intel perfectly knew about 10nm huge issues, so never scaled it).
Nice proof of their lies is that main target of "shipment delays" all 2019 had been cheap notebook chips and Gemini lake all in one CPUs. And this allowed Intel to get very nice profits, as lot of firms had been forced to buy more expensive CPUs or make notebooks on i3 instead of Gemini Lake.
