AMD Vegas 7nm GPUs won't be made for end users

On JP Morgan conference Lisa Su said that goal for upcoming Vega 7nm cards will be focused on calculations acceleration. Read - large miners and corporations. Cards can be even not available for normal end users in retail stores, at least in any visible amount.
Proper way to interpret this - AMD want to maximize profits as cutting out end users allow to rise prices, plus it seems like 7nm tech problems are much more pronounced.
