I think nothing good will happen, just due to TDP limits.
The node shrink to 14nm will help, whether it's enough to keep them from throttling in tiny form factors remains a mystery. Intel is supposed to move onto 10nm in the second half of 2017, but they are having iGPU licensing problems at the moment. They still haven't revealed if they're going to license AMD or NVIDIA patents for their final design.
