    The idea to nationalize the property of foreign companies that stopped working in Russia came out in United Russia. Such a measure will prevent bankruptcy and save jobs, according to the party.

    The Government Commission on Legislative Activities has approved the second package of measures to support the Russian economy in the face of sanctions, which, among other things, provides for “the first step towards the nationalization of the property of foreign companies,” according to the United Russia Telegram channel.

    The initiative came from the party itself. The bill allows the introduction of external administration by court in organizations, more than 25% of which are owned by foreign persons from unfriendly states, if they stop working in Russia. This will prevent bankruptcy and save jobs, the party noted.

    The owner of the company can give up external management within five days if he resumes work or sells a share, provided that the business and employees remain. Otherwise, the court appoints a temporary administration for three months, and then the shares of the new organization are put up for auction, and the old one is liquidated. The new owner undertakes to keep at least 2/3 of the staff and continue the activities of the old organization for at least a year.

    According to Andrei Isaev, deputy head of the faction in the State Duma, we are talking about hundreds of thousands of jobs. He noted that "our people who own all the technologies" work at such enterprises, and raw materials, as a rule, are produced in Russia.

    “There are all legal prerequisites. In Russian and international law there is a concept - preventing more harm to lesser ones. We must ask the government to grant the right to terminate franchise agreements on the most favorable terms, to ignore patent rights for these organizations,” Isaev said at an operational meeting to discuss measures to ensure socio-economic stability.

    More than a hundred foreign companies and services have previously announced the suspension or termination of work in Russia. Among them are the automakers Mercedes-Benz, Škoda and Volkswagen, the IKEA furniture and home goods chain, and others. All of them have production facilities in Russia.

    The authorities have developed a mechanism to introduce temporary management of Russian property of foreign citizens and companies that the shareholders themselves no longer want to develop. The mechanism is set out in the draft law “On external administration for managing an organization”.

    According to the press service of the United Russia party, the document provides "the first step towards the nationalization of the property of foreign organizations leaving the Russian market." At the same time, the Ministry of Economic Development, which stated that the draft law was drawn up on the basis of its proposals, indicated that "the project is aimed at encouraging organizations under foreign control not to abandon their activities on the territory of the Russian Federation." The document is aimed at preventing bankruptcy and preserving business, as well as protecting the rights of employees of organizations where at least 25% is owned by foreign persons of "unfriendly states", according to the accompanying materials for the project.     On March 9, it was approved by the government commission for legislative activities. According to the regulations, now the document must be considered by the government as a whole, after which the bill will be submitted to the State Duma. Last week, the State Duma adopted bills prepared in response to the "unfriendly" actions of the United States and its allies, urgently, including in three readings in one day.

    President Vladimir Putin supported the proposal to introduce external management of foreign enterprises leaving Russia. He stated this at a meeting on the economy with members of the government.

    “Those who are going to close their production facilities need to act decisively here. It is necessary then, as the chairman of the government [Mikhail Mishustin] suggested, to introduce external management and then transfer these enterprises to those who want to work,” the president said.
